Comarch, Hatif Libya, and Makman Lead New AI-Driven Network Pilot

Comarch, in partnership with Makman Technology Consulting and Hatif Libya, has launched the pilot phase of an OSS (Operations Support System) Transformation Program that sets the stage for autonomous, AI-managed telecom operations across North Africa. The announcement follows a strategic agreement signed earlier this year during TM Forum’s DTW event in Copenhagen, marking the start of a hands-on implementation period after months of collaborative planning.

Bringing the Vision of Autonomous Networks to Life

The project brings together three organizations with a shared mission—modernizing Libya’s telecom infrastructure to meet future demand. Hatif Libya, the country’s leading telecom operator, will integrate Comarch’s OSS software platform, which includes Service Order Management, Service Inventory, and Performance Management. These tools are expected to simplify operations, reduce costs, and improve overall network performance.

Makman Technology Consulting plays the role of transformation architect, responsible for shaping the roadmap that connects business goals with the operational model needed for AI-enabled networks. Its role extends far beyond consulting—it’s about leading a national-scale shift toward “zero-touch” network automation, where AI can make routine adjustments in real time without manual input. That level of automation demands deep coordination between technology, data, and process—and that’s where Comarch’s OSS expertise becomes indispensable.

AI-Driven Networks: From Concept to Execution

At the center of the program is the push for autonomy—telecom systems that can monitor, diagnose, and repair themselves using AI-based logic. It’s a shift from reactive management to proactive performance. By introducing predictive analytics and automated service orchestration, Hatif Libya aims to shorten service delivery timelines and improve visibility across every layer of its infrastructure.

For Comarch, this isn’t theoretical innovation—it’s practical deployment. The company’s software suite has been tested in global telecom environments, providing real-time monitoring and resource optimization that translates directly into measurable savings. By deploying its OSS platform in Libya, Comarch is effectively exporting a proven model of efficiency that blends automation with actionable insight.

Strategic Alignment Between Business and Technology

Makman’s contribution centers on its TM Forum-based frameworks and AIOps (Artificial Intelligence for IT Operations) expertise. The consulting firm ensures the entire initiative stays grounded in operational reality—defining metrics, setting governance structures, and keeping AI integration accountable to business results. As CEO Luqman Shantal of Makman noted, the company’s goal is to merge strategic vision with the kind of operational precision that delivers measurable progress across the telecom ecosystem.

Hatif Libya’s leadership echoed the same optimism. CEO Ahmed Mohamed Mahmod Jaafer emphasized the company’s commitment to gradual transformation—recognizing that meaningful change often happens through incremental, well-measured steps. “Change cannot happen all at once,” Jaafer said, “but it shouldn’t stop us from making bold moves that bring real value to our company and our market.”

Building the Foundation for North Africa’s AI Telecom Era

For Comarch, the pilot represents more than a regional project—it’s a testbed for scaling AI-driven automation across developing telecom markets. According to Pawe? Workiewicz, Chief Commercial Officer at Comarch’s Telecommunications Division, “There is no way back from AI-driven automation. Every telecom operator will move in this direction. Success depends on solid foundations, clear roadmaps, and tools that enable transparent execution.”

Those foundations are now being built in Libya. The program focuses on creating “zero-touch” operational workflows—where network adjustments, service activations, and fault resolutions happen automatically based on machine learning models trained on historical performance data. Over time, this approach is expected to cut downtime, reduce human error, and improve customer satisfaction metrics.

Expanding Digital Transformation Across Africa

Szymon Uczciwek, Vice President for Growth & Strategy in Comarch’s MEA Region, views this pilot as the first of many steps in the company’s broader strategy for Africa. “This project is just the beginning of our cooperation in North Africa,” he said. “Through this pilot, we aim to demonstrate that end users can experience better connectivity while Hatif Libya achieves significant operational savings through AI-driven automation.”

The collaboration also highlights a growing trend across emerging markets—where telecom operators are skipping legacy modernization stages and moving directly toward AI-powered infrastructure. By combining Comarch’s automation technology with Makman’s transformation leadership, Libya’s telecom sector may set a precedent for similar projects across the Middle East and Africa.

For the business community, this project stands as a practical example of how digital transformation can be structured, measured, and scaled. It’s not just about automation—it’s about building systems that think, adapt, and self-correct in real time. That’s where efficiency meets innovation, and where strategy finally turns into action.
