According to a report released by Subex Azure Limited, telecoms operator losses are on the increase. But, operators are now taking greater corporate responsibility for revenue assurance. Subex Azure Ltd, the world’s largest vendor of revenue maximization solutions for telecom operators, today revealed that average revenue leakage across global telecoms operators has increased to 12.1 per cent of turnover ($176 billion), compared to 11.6 per cent in 2005. This is one of the main findings of the fourth consecutive annual ‘Operator Attitudes to Revenue Assurance 2006′ report, which Subex Azure conducted with telecoms analysts, Analysys.

Danny Dicks, Principal Analyst at Analysys, said: “From this year’s research it is clear that operators are more concerned about all sources of revenue leakage. It is apparent that revenue assurance has become much more of a board-level issue.”

The report is based on the responses of over 100 operators around the world, to investigate levels of revenue loss globally. Fraud was again the single largest area of revenue leakage having increased to 2.9 per cent of turnover. There were also increases in revenue leakage due to credit management, incorrect service usage data and interconnect/partner payment errors.

There continues to be significant regional differences with losses across Europe and the Americas reducing, however losses have increased in Asia-Pacific, the Middle East and Africa. When looking at losses by operator type the larger operators (those with in excess of 5 million subscribers) are typically suffering a lower percentage of revenue loss than their counterparts.

On a positive note, the report revealed that more operators are now trying to reduce revenue leakage at the product planning stage in an effort to fully recoup future revenues. Additionally, revenue assurance is continuing to move up the corporate agenda at many operators, with ultimate responsibility increasingly being at CEO or CFO level “interestingly, these operators have shown lower levels of revenue leakage.

Subash Menon, Founder Chairman, Managing Director & CEO, Subex Azure Ltd said, “Reducing revenue leakage is a continuous exercise, as every time new products are launched or systems changed, there is the potential for fraud and revenue leakage. This year’s research shows there is still plenty of work to do, however there are signs that operators are starting to be much more pro-active with regards to implementing revenue assurance measures.”

The full ‘Operator Attitudes to Revenue Assurance 2006′ report is free to operators. To receive a copy of the report, please go to www.subexazure.com/survey2006

Azure Solutions, a revenue assurance company, today announced that Ukrainian mobile operator Astelit is deploying Azure Fraud Control System version 3.5 (AFCS v3.5) to increase the efficiency and effectiveness of its anti-fraud system.

Oguz Memiguven, chief technical officer at Astelit said: “Astelit is always moving forward, aiming to deliver the best technology and service. It was really important for us to find a solution that could both integrate with existing legacy systems, and new data or capabilities as they are introduced. Azure offered this in a package that could be easily configured to suit our needs, meaning that we can now run a stronger and more efficient fraud-detection team.”

As a rapidly growing digital communications technology and service provider, Astelit needed a cost-effective and forward-looking way of detecting and preventing fraud. Azure’s flexible and scalable solution will help Astelit easily configure, control and define fraud detection rules, and leverages comprehensive case management workflow and report generation to make its fraud-detection teams even more efficient. AFCS v3.5 will fully integrate with new data that is added to the system, and help to detect fraud as new products are introduced.

Launched in March 2006, AFCS v3.5 is the latest version of Azure’s fraud-detection system and bureau service, developed to help combat the annual $37.9 billion problem of telecoms fraud worldwide. AFCS v3.5 uses intelligent and unique detection technology, and accepts multiple data feeds to allow all types of product or service to be monitored (fixed, mobile, interconnect, IP etc.).

Norbert Holst, sales director, Central and Eastern Europe at Azure Solutions said: “Working with Astelit gives Azure a great opportunity to expand its presence in Eastern Europe, and we are delighted to be working with a such a professional team.”

Azure recently announced that it is to merge with Subex Systems to create Subex Azure Limited, the world’s largest vendor in the telecoms revenue maximisation market. The merger is due to be completed in June 2006.

Azure Solutions, a revenue assurance company, announced that Telenor Pakistan is to implement Azure Interconnect version 9.0 for its GSM services. In addition, Telenor Pakistan will be upgrading its existing Azure Interconnect system for its long distance international (LDI) services.

Telenor acquired a license for providing GSM services in Pakistan in April 2004 and commercially launched services in Islamabad, Rawlpindi and Karachi in March 2005. Its GSM mobile network is now available in 286 destinations and is the fastest growing network in Pakistan. Such has been the rapid growth of the network that Telenor required an effective interconnect billing solution.

Azure Interconnect version 9.0 allows operators to analyse call data, bill more accurately and verify interconnect traffic between themselves and other network partners. Combining proven high-volume carrier grade functionality with rich features and next-generation settlement functions, Azure Interconnect version 9.0 provides operators with a flexible and effective platform to manage complex interconnect agreements.

Ahmad Sayed, sales director at Azure Solutions in South Asia & Middle East, said: “This new implementation is a further endorsement of Azure’s Interconnect product and our ongoing customer relationship with the Telenor group. Azure Interconnect version 9.0 will now enable Telenor Pakistan to further maximise its revenues and deliver greater services to its customers.”

Azure recently announced that it is to merge with Subex Systems to create Subex Azure Limited, the world’s largest vendor in the telecoms revenue maximisation market. The merger is due to be completed in June 2006.

The categories that Azure has been short-listed for are: ‘Overall Best Contribution to Billing’, ‘Most Innovative Billing Product’ and ‘Best Revenue Assurance/ Management Project’.

Azure’s Certo 2 product, the latest version of its automated revenue assurance solution, was nominated as a finalist in the ‘Most Innovative Billing Product’ category.
The category for ‘Best Revenue Assurance/ Management Project’ saw Azure being nominated twice for individual projects it has carried out for Verizon LD in North America and Warid Telecom in Pakistan.

Subex Systems Limited, the global telecom software product company, and Azure Solutions Limited, the telecoms revenue assurance company, today announced an agreement to merge the two companies. The new company, to be named Subex Azure Systems Limited, will combine the two companies’ industry-leading positions as fraud management and revenue assurance systems providers and will be headed by Mr. Subash Menon, the current chairman and CEO of Subex Systems. This deal represents a big step in augmenting Subex Azure’s strategic business focus of helping telecom operators establish Revenue Operations Centers (ROC) through an integrated suite of solutions.

Subex, founded in 1992, is based in Bangalore, India and has a global presence across North America, Europe and Asia. The company now has the largest installed base of fraud management systems in the world. Subex went public with an IPO in 1999 and today its shares are listed, in India, on the Mumbai, Bangalore and National Stock Exchange and its GDRs are listed on the Luxembourg Stock Exchange.

Azure is the world’s largest revenue assurance company, employing 200 people around the world. It is headquartered in London, has its R&D center in Ipswich, UK and has staff based in Westminster (Colorado), Paris, Frankfurt, Madrid, Barcelona, Islamabad, Kuala Lumpur, Jakarta, Singapore, Sydney, Melbourne and Mexico City. Azure was spun out of British Telecommunications plc (BT) in April 2003 and is backed by New Venture Partners, Doughty Hanson Technology Ventures and Intel Capital, among other investors.

The merger continues both companies’ recent strategy of market consolidation. Acquisitions by Subex include the fraud management assets and technology of Mantas in March 2006, Lightbridge in August 2004 and Alcatel in July 2004. Azure acquired US-based cost and revenue assurance company, Connexn Technologies, and UK-based telecoms software company Anite Calculus in November 2004.

Subex Azure’s global and Asia-Pacific headquarters will be in Bangalore, India while the EMEA and American operations will be based in London, UK and Westminster, Colorado respectively. Subex Azure will count amongst its customers 23 of the world’s 40 largest operators, and will boast a customer base of over 150 customer installations in over 60 countries. Tier-one customers include BT, Telenor, Cable & Wireless, Vodafone, Orange, O2, teliaSonera, Rogers Wireless, T-Mobile USA, Verizon, Bharti Televentures and AT&T. All existing customer and partner agreements will be fully supported.

Subash Menon, chairman and CEO of Subex Systems, said: “Both companies have outstanding people and technology. This merger is great news for operators, as it enables us to further expand our service capabilities, helping them maximize revenues from current and next-generation networks.”

John Cronin, president and CEO of Azure Solutions, said: “The revenue assurance and fraud management markets continue to grow. The merger will enable us to offer a world-class product portfolio to operators worldwide. The new company will be number one in fraud management and revenue assurance, and number two in interconnect and interparty billing. Our existing and future customers will benefit from a broad product portfolio supported over a wider geography.”

Azure Solutions, the revenue-assurance company, today announced the launch of the Azure Fraud Control System (AFCS) version 3.5, which is aimed at helping combat the annual $37.9 billion problem of telecoms fraud worldwide.

AFCS version 3.5 is the latest version of Azure’s fraud-detection system and bureau service, which enables telecoms operators to detect fraud across their network effectively and efficiently. AFCS uses intelligent and unique detection technology, and accepts multiple data feeds to allow all types of product or service to be monitored (fixed, mobile, interconnect, IP etc).

A new core addition to AFCS version 3.5 is the Exceptions Handler module, which will enable operators to manage customers with exceptional but legitimate call usage even more effectively than before. Exceptions Handler will help customers to reduce the number of false alarms that may otherwise be generated, which in turn will reduce the load on case management systems and free up operational resource. Previously, fraud analysts may have removed customers with such unusual call patterns entirely from monitoring, which created a risk that other fraud was missed.

Exceptions Handler utilises a query rules engine, which allows operators to set very specific rule sets and thresholds on individual lines. A notification option via e-mail or SMS can now alert the operator or the customer directly whenever these parameters are breached. The new module complements the existing functionality of AFCS, which enables operators to:

· flexibly configure, control and define fraud-detection rules
· intelligently detect anomalous and unusual behaviour
· identify fraudsters and criminal activity through event fingerprinting
· monitor SMS and IP content to provide fraud detection for e-commerce and next-generation technologies
· improve efficiency and effectiveness of fraud-detection teams through comprehensive case management workflow and report generation
· enhance their visualisation capabilities allowing for ease of identification of fraud issues

Saul Nurtman, senior vice-president of products at Azure Solutions, said: “Fraud is an ongoing problem for telecoms operators and being able to detect it quickly and correctly is a key requirement. AFCS version 3.5 will enable fraud-detection teams to be more efficient and allow operators to deliver a more customer-centric service.”
